Critics: Tax plan favors business

FRANKFORT -- Gov. Ernie Fletcher's tax reform plan -- which has largely been folded into the proposed budget that a legislative conference committee will consider this week -- has won the acclaim of business advocacy groups but runs short on praise from organizations that champion everyday Kentuckians.
These organizations claim the plan, which raises some taxes and lowers others, favors CEOs over citizens by shifting taxes from business to individual people.
